Sanitation

Brazil's new sanitation regulatory framework has reshaped the sector, with universal coverage targets, regionalized service delivery and greater private participation. The result is an environment in which the State, municipalities, regulatory agencies, concessionaires and users must converge around long-term contracts and large-scale investments.

Mendes works at the interface between operators, concessionaires and government, with experience in debates over the economic and financial balance of concession contracts, parametric price reviews, institutional coordination among the State, municipalities and service providers, and mediation of public-private disputes involving essential services. The work combines administrative, regulatory and tax law with an understanding of the territorial particularities of the Amazon region.
